The Ministry of Industry and Information Technology issued this document for the second time this year, referring to the low-speed electric vehicle standard, which is enough to prove the importance the country attaches to the industry.


●From “promoting” to “pushing” Low-speed electric vehicles are one step closer to the standard


On March 27 this year, the Ministry of Industry and Information Technology announced the "Key Points for Standardization of New Energy Vehicles in 2018". For the first time, low-speed electric vehicles were included in the scope of new energy vehicles, and the product positioning of low-speed electric vehicles was recognized.


In the March document, the Ministry of Industry and Information Technology said: "Promoting the development of four-wheel low-speed electric vehicle standards", and in the recent reply of the Ministry of Industry and Information Technology, the Ministry of Industry and Information Technology said that "actively promote the development of the standard."


Two times, the standardization of low-speed electric vehicles was mentioned, and the wording of the Ministry of Industry and Information Technology changed from “promoting” to “pushing”. Although the details of the draft national standard have been revealed in September 2017, the actual situation is that the standard is still difficult to produce, and the latest developments are not seen. The Ministry of Industry and Information Technology has clearly stated that it is “stretching the draft” and “actively promoting”, which means that the industry is one step closer to the standard.


● After the national standard is introduced, the low-speed car will be included in the motor vehicle category.


In the "Reply" mentioned that if it does not meet the mandatory standards for electric bicycles, it should be included in the scope of motor vehicles. That is, once the national standard is introduced, the low-speed electric vehicles will be characterized as motor vehicles, and they need to hang the number plate and insure the insurance. The driver needs to have driver license. After the introduction of the national standard, the threshold for the use of low-speed electric vehicles will be higher.


● Clearly stated that electric vehicle management should be adapted to local conditions


It is worth noting that in the "Reply", it is also mentioned that "the types of non-motor vehicles that should be registered according to law, the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government shall stipulate local electric vehicle management according to local conditions," that is, require local low-speed vehicles. The management of electric vehicles should be based on local conditions to develop management policies, not to let local governments across the low-speed electric vehicles across the board. However, some localities have violated the principle of adapting to local conditions, and blocking low-speed vehicles has made it difficult for ordinary people to travel.


In the "Reply", the Ministry of Industry and Information Technology said that "the development of the standard will be actively promoted in accordance with the relevant arrangements for the management of the low-speed electric vehicle industry." It can be seen that the Ministry of Industry and Information Technology issued a document that it is hoped that the localities can scientifically manage and set standards for the country and manage low speed. Electric vehicles provide standards, and should be based on the actual use of ordinary people, the right to low-speed electric vehicles legally on the road.
